Is 1 cup the same in every country?

No. A US cup is 240 mL, an Australian/metric cup is 250 mL, and a Japanese cup is 200 mL. Most English-language recipes use the US cup.

Should I measure flour by weight or volume?

By weight (grams) is more accurate, especially for baking. A cup of flour can vary from 110g to 150g depending on how you scoop it.

How do I convert dry ounces to fluid ounces?

They measure different things: dry ounces measure weight, fluid ounces measure volume. They're only equal for water (1 fl oz of water weighs about 1 oz).

What does 'packed' mean for brown sugar?

Press the brown sugar firmly into the measuring cup so there are no air gaps. A packed cup of brown sugar weighs about 220g.
